Best CRM for small business in Canada: French support, CAD pricing and data location

Which CRMs bill in CAD, work in French and can keep your data in Canada, plus the CASL and Quebec Law 25 rules your CRM set-up has to respect.

5 min read

For most Canadian small businesses, the best CRM is the one that fits three local tests before any feature comparison: it can store your data in Canada if you need that, it works properly in French if your team or clients do, and you understand the real price once the US dollar and taxes are added. On those tests, HubSpot, Pipedrive and Zoho offer Canadian hosting at small-business prices, Microsoft Dynamics 365 bills in CAD with a Canadian region, and monday CRM shows CAD prices. US-centric tools can still be the right choice, as long as you know what you're trading.

Below is the Canada-specific comparison, followed by the rules that apply whatever tool you pick.

The three Canadian tests

Data location

No general Canadian law forces a private business to keep customer data in Canada. Federally, the Office of the Privacy Commissioner treats sending data to a provider for processing as a "use" of that data: you stay accountable, you need contracts that give comparable protection, and you should tell people their information may be processed abroad and could be accessed by foreign courts or authorities.

Quebec goes further. Under Law 25, since September 2023, a business must carry out a privacy impact assessment before communicating personal information outside Quebec, and can only proceed if the assessment shows the information will be adequately protected, with a written agreement. A CRM hosted in the United States counts. A Canadian region doesn't remove the obligation (a data centre in Toronto is still outside Quebec), but a Canadian host under Canadian law makes the assessment much simpler than a US one.

Some sectors and public-sector clients also write data-location requirements into their contracts. If you sell to governments, hospitals or school boards, check before you choose.

French

There are three levels of "French support", and vendors don't always say which they mean:

  1. a French marketing website;
  2. a French interface for your users;
  3. French customer support from the vendor.

On top of that you need to write your own French: email templates, SMS, forms and pipeline stage names. Every tool lets you do that, but check that templates, booking pages and automated messages can be set per language if you serve both markets.

Price in Canadian dollars

Many CRMs show prices in USD only. At the exchange rates of the last few years, that adds a noticeable margin to the sticker price, and the cost moves with the dollar. Some vendors show CAD prices or bill Canadian accounts in CAD. Either way, add GST/HST or QST, and check whether the advertised price is "per seat, billed annually".

How the main CRMs compare on these tests

Prices are from vendor pages in October 2026, per user per month unless noted.

A few notes on reading this table:

  • HubSpot is the easiest path to Canadian hosting at low cost, but the price climbs quickly at Professional (around US$90 to US$100 per seat). Choose the data region when you create the account.
  • Pipedrive is simple and sales-focused, with CAD pricing visible on its French pricing page. Its own sub-processor page warns that accounts can land in a different data centre than expected, so confirm in writing.
  • Zoho is the value pick for teams that want Canadian hosting and a broad suite, if you can live with a busier interface.
  • Dynamics 365 makes sense if you already run on Microsoft 365. Microsoft now places new environments in a "North America" macro region, which can mean the US or Canada; Canada specifically takes extra configuration.
  • Salesforce is powerful and usually more than a five-person business needs.
  • GoHighLevel, which we use for many clients, bundles CRM, SMS, email, booking and AI chat under one bill with unlimited users. That makes it cost-effective for service businesses, but it is billed in USD and you should treat data location as a question to settle before committing.

SMS and email: the CASL rules your CRM must respect

Canada's Anti-Spam Legislation (CASL) applies to every commercial email and text your CRM sends. The essentials:

  • Consent first. You need express or implied consent to send a commercial electronic message.
  • Implied consent expires. A purchase gives implied consent for two years; an inquiry gives it for six months. After that, you need express consent.
  • Identify yourself. Each message must name the sender and include a way to contact you.
  • Unsubscribe. Every message needs a free unsubscribe mechanism that works for at least 60 days after sending, and requests must be honoured within 10 business days.
  • Penalties. Administrative penalties can reach $1 million for an individual and $10 million for a business.

What this means in your CRM:

  1. Add a consent field (express, implied by purchase, implied by inquiry) and the date consent was obtained.
  2. Build an automation that flags contacts whose implied consent is about to lapse and asks for express consent.
  3. Make sure the unsubscribe link and SMS "STOP" reply update the contact everywhere, not only in one list.
  4. Keep the evidence. Form submissions and checkbox wording should be stored with the contact.

For SMS specifically, check that the CRM can provision Canadian phone numbers and what it charges per message to Canadian mobiles, since texting is often billed on top of the subscription.

A short decision guide

  • You must keep data in Canada, small team, simple sales: HubSpot (Canadian region) or Pipedrive.
  • Data in Canada, tight budget, want a full suite: Zoho.
  • Already on Microsoft 365, IT support available: Dynamics 365.
  • Service business that wants CRM, texting, booking and follow-up in one place: GoHighLevel, after confirming data location fits your obligations.
  • Bilingual team: whichever tool your least technical user can operate in their language during a two-week trial.

Mistakes we see

  • Choosing on features, then discovering the data issue when a large client sends a security questionnaire.
  • Migrating contacts without consent records, then emailing the whole list. Under CASL, an old contact list is not a mailing list.
  • French as an afterthought. Automated texts going out in English to French-speaking clients undo a lot of goodwill.
  • Paying for seats nobody uses. Count active users after 90 days and downgrade.
  • No owner. A CRM without someone responsible for pipeline hygiene becomes an expensive address book within six months.

Where PNE fits

Our sales automation and CRM service sets up the pipeline, the consent fields, bilingual templates and the follow-up sequences, and connects them to your website and calendar. For Kaltico, a construction and consulting firm working across Quebec, we built a CRM pipeline that follows up with every lead within seconds of contact; the details are in the Kaltico case study.
